This evaluation framework is designed to guide the identification of priority areas for future development, including determining targets that can form the basis of an action plan. Twenty-five benchmarks are presented along with some examples of good practice. These examples serve as prompts. Providers will want to explore more specifically the additional ways in which they meet the benchmarks. The benchmarks may be used as an audit tool to develop provision and to promote refinements in practice.

The benchmarks have been organised around the following phases, identified in the planning decisions. It may be helpful to be familiar with these phases before carrying out a self-review.

  • Developing and exploring aspirations
  • Getting started
  • Designing strategies
  • Identifying and using resources
  • Monitoring progress, recognising achievement and moving on

The evaluation information will guide the identification of priority areas for future development and will help to determine the targets that form the basis of an action plan. Each phase includes an action plan form, which can be used for each step.

There is also a summary action plan form, which can be used at the end of the five planning stages.

The forms are designed to encourage staff to examine the benchmarks and list the evidence in order to evaluate how effectively each of them is met.
