Careers and personal advisers will have an important role in enabling young people to take advantage of opportunities presented by changes to 14-19 learning. Learners will have access to more flexible and individual programmes, and will need help in making decisions before they enter the phase, at several points within it and as they progress beyond it. The development of more specialised programmes or pathways at key stage 4 means that decisions at 13 are important and that young people will need guidance about keeping options open and information about the full range of progression opportunities available to them at 16 and beyond.
