Success for All

 

This discussion document set out proposals for reforming the post-16 learning and skills sector, including school sixth forms. It was launched in June 2002 with a consultation over the summer period, and a response was published in November 2002.

The four principal themes are:

  • meeting needs and improving choice by improving the responsiveness and quality of provision in each area to meet the needs of learners, employers and the community
  • putting teaching, training and learning at the heart by establishing a new Standards Unit to identify and disseminate best practice
  • developing the leaders, teachers, lecturers, trainers and support staff of the future
  • developing a framework for quality and success by establishing a new planning, funding and accountability system based on greater partnership and trust, including three-year funding agreements.
