Report on vocational learning provision at key stage 4

 

QCA has conducted a review of vocational provision for 14- to 16-year-olds in schools, based on those taking qualifications in 2004. The summary, main report and statistical annexes can be downloaded below.

The findings have implications for work across the 11–19 reform programme, particularly the development of Specialised Diplomas. We have looked carefully at the report’s recommendations to ensure we take account of them as we continue our 11–19 development work. In particular:

  • we have secured time for trialling, piloting and evaluation of new qualifications
  • we are working with other organisations to provide information and support to those involved in development work and implementation
  • we have taken action to improve the availability and consistency of data, so that we can better evaluate the impact of the reforms.

The report underlines the need for a coherent key stage 4 offer that includes both general and applied learning. In developing Specialised Diplomas, QCA aims to:

  • recognise the motivational nature of vocational experience and qualifications
  • enhance the perceived status of vocational qualifications
  • meet the need for students across the ability range to have access to vocational choices
  • provide the appropriate types of experience and assessment for vocational or applied qualifications
  • provide vocational qualifications of a size and structure that can be delivered effectively within a key stage 4 programme
  • communicate effectively with those delivering new qualifications and provide the guidance and support they need
  • help secure the employer engagement that is vital for the success of Specialised Diplomas.
