Collaboration is seen as an important means to achieving a coherent 14-19 phase. It can:

  • offer young people a wide choice of learning opportunities
  • enable different types of learning in a range of settings
  • lead to diverse qualifications
  • optimise the match between individual student and programme
  • optimise the use of expertise and resources
  • ensure effective progression.

Collaborative arrangements to enhance curriculum flexibility are not new. Over the years there have been many effective curriculum partnerships involving schools, colleges, training providers and others. In creating new partnerships it makes sense to use the lessons learnt to ensure that new arrangements build on the best of past and current practice. This section distils the characteristics of effective planning and practice as identified in evaluation, inspection, research and other reports published over the years.
